Our Mission
Institute for Community Action and Resource Development ICARD is a non-profit organization based in Keithelmanbi MC Village, Kangpokpi District, Manipur, India. Established in 1993 under the Manipur Societies Registraion Act-1989 with Regn. No. 365 of 1993. ICARD focuses on various community development initiatives, women empowerment, education, health, and livelihood promotion.
Since 2008, it has been implementing a centrally sponsored scheme called “UJJAWALA-A Comprehensive scheme for Prevention of Trafficking, rescue, rehabilitation, re-integration and repatriation of victims of trafficking for Commercial Sexual exploitation” which became to be called SHAKTI SADAN from April 2022, an Integrated relief and rehabilitation center for women in difficult circumstances under the Ministry of Women and Child Development, Government of India.
Under Ujjawala scheme, ICARD had taken part in rescuing and re-integration of more than 150 women and children trafficked victims from various cities of the country like, Madurai, Chennai and Thirunathapuram etc..
Under SHAKTI SADAN, a home is established at Keithelmanbi MC Village near Dreamland Turf and adjacent to National Highway-39. Most of the facilities specified by the Ministry guidelines is available at the HOME.
A vocational training program on TAILORING for 3 months have just concluded.
It has given 5+8+7=20 sewing machines to 20 deserving women so as to enable them to economically sustain their respective families. The 5 machines were given by ICARD whereas the other 8 were given with sponsorship/financial support of the Deputy Commissioner-Kangpokpi. The other 7 women/trainees received their (ICARD sponsored) sewing machines from the Hon’ble Union Minister of State for Road Transport and Highways Shri Ajay Tamta during his official visit reception program hosted by the District Administration at Presidency College on 13thNovember, 2025.
ICARD have registered with the National Skill Development Corporation with a Training Provider number TP291120 and is in the process of starting various skill training programs for denizens of the district.
ICARD is the only NGO in the district having NSDC registration.
Key Areas of Work:
· Education: Till May 2023, ICARD provides educational support to underprivileged children, including uniforms, educational supplies, and toiletries. They also run evening coaching centers and distribute school bags.
· Health: ICARD conducts Free medical Camps. Recently, it was conducted at Ngahmun RC.
· Other focused areas are welfare/development of i) senior citizens ii) art & culture iii) agriculture, iv) sports, food & nutrition, v) tribal development, vi) animal husbandry, issues on gender based violence, skill training, eradication of beggary, forests & wildlife conservation etc.
